My schedule mastery is stuck at 99% because there are 17 terms that "cannot be studied". Is there a way to make them "studyable"? I've studied everything else from that schedule and it can't be that the "unstudyable" terms are too advanced, if anything they're more beginner/below my current level. Help, please

I'm not confident this is the answer, but maybe they're terms you've marked as hidden. Try hitting the View Terms button, then selecting the Hidden Terms from the filter menu.

If you have any words in there, I believe you need to press the 👁️ icon to unhide them.
If you hover over the "can't study" a pop up should show you why you can't study them.
e.g.
It might say:
"These terms cannot be studied due to your schedule's settings.
You have
a)the listening vector on, but some sentences don't have audio, or
b)the structure vector on, but some sentences are too short."
This one: "the structure vector on, but some sentences are too short." is the most likely cause, as you probably have short sentences like:
ありがとう!
Which can't be split up in order to test you on the structure.
Following on from the above post, in my case, apparently, I can't study some vocabulary terms I saved to a schedule, because "You have selected only kanji-related questions, and some words a)do not have kanji or b)do not have kanji that you know". (I guess I should probably put the non-kanji vocabulary I want to memorise in a separate list, set to to different setiings.)

Yes, both of these were the exact reason! Thank you so much!
My next, perhaps a little bit stupid, question would be how/where do I change those settings, though? I scavenged through every single setting I could find and I have no idea where they might be.

To change the vectors on any schedule:
Click on the schedule -> Click the gear icon (for schedule settings) -> At the top it will say "Currently Studying" and will list the vectors, followed by "Change These". Click on "Change These" -> Select/unselect the vectors -> Save
That being said, removing the vectors, just because you have some terms you can't study is drastic. I'd suggest just accepting that those terms can't be studied for all possible vectors.

when you have multiple vectors on, let's say 2, and a term even has one of those, it will not be listed as "cannot be studied". only terms that have no vectors available will be like that. so removing is never and option to get rid of those but adding vectors is, which is basically doubling your review count (assuming they only have 1 vector) just to bring a number to 100 which is also absolutely not worth it. if they wanna really eliminate those terms they can just copy them with advanced search to a new schedule
