When I make a report (under appropriate circumstances obiously), the menu does not go away upon submission but a notification says it has been submitted while the menu with the options and comment remains.
which menu specifically are you referring to? Can you send a screenshot (for example, before you send it?) - I just tried on my end (the two report panels I can think of), and could not replicate the issue (at least, not yet).

This screen is the little yellow report flag button menu
Hypethotically, when I hit the submit button after writing comments and choosing a reason, it says that it has been submitted but the same screen remains as if I never pressed the button.
